Abstract This data is a mosaic of orthorectified aerial imagery. The orthorectified imagery was delivered in uncompressed tiled format (3band CIR/RGB and 4 band). Project wide and county mosaics (Sid and ECW) were also delivered. The data was produced at the request of the Mid-Region Council of Governments of New Mexico by The Sanborn Map Company of Colorado Springs. This orthorectified imagery has a pixel resolution of 0.5'. The data was flown in Feb/May of 2016 using an UltraCam Eagle camera and has an ASPRS Class 1 accuracy for 1:1200 mapping. This data is within the New Mexico State Plane Coordinate System, Central Zone, Datum of NAD83 (HARN) and is in US Survey Feet.
Purpose Rectified Ortho Imagery for the use of the Mid-Region Council of Governments of New Mexico participants.

Data Quality Information

Attribute Accuracy Report
Report N/A
Quantitative Attribute Accuracy Assessment
Attribute Accuracy Value N/A
Attribute Accuracy Explanation Attribute accuracy does not apply to orthoimagery.
Horizontal Positional Accuracy Report
Report This orthoimagery meets ASPRS Class 1 Accuracy Standards for 1"=100' scale mapping
Quantitative Horizontal Positional Accuracy Assessment
Horizontal Positional Accuracy Value 1
Horizontal Positional Accuracy Explanation Specification requires that data meet a 1' RMSE requirement. Points were surveyed and compared to location within the orthophoto and found meet this specification.
Vertical Positional Accuracy Report
Report N/A
Quantitative Vertical Positional Accuracy Assessment
Vertical Positional Accuracy Value 0.0
Vertical Positional Accuracy Explanation Orthoimagery does not have inherent vertical accuracy.
Logical Consistency Report Since the ortho images are raster products, the logical consistency is based on how well the images fit between image tiles and between individual photo frames use to produce the ortho mosaics. The images match within four pixels of each other through out the project area.
Completeness Report The ortho image tiles are checked for missing pixels, gaps, overlaps and other anomalies generally associated with digital orthophoto products. The ortho tiles are checked and any discrepancies are resolved through the use of proprietary and industry editing tools. Once the images are copied to the deliverable media they are further check for naming, image completeness, and image ability to be opened in ArcMap.

Source Contribution Geodetic ground control is used to create a digital control file and control report as well as QC check of ortho accuracy. Predefined points within the project area are targeted and photo-identifiable locations are measured. These points along with their precise coordinates are used in the AT process and to check the horizontal accuracy of the resulting orthophotos.

Source Contribution Imagery and GPS/IMU data is downloaded from disc on the plane to disc on the ground. GPS/IMU mission data is processed together with simultaneously collected ground-based GPS base station data in forward and reverse directions. This precisely determines the aerial camera's position and orientation in the terrain (project) coordinate system and allows for correct orientation of the imagery.

Process Step
Process Description Orthoimagery is rectified using the AT solution and DTM data. Once rectified, the orthoimagery is color balanced to the acceptable parameters established by the MRCOG. Orthoimagery is undergoes manual quality control to check for issues as outlined in the Digital Orthoimagery Acceptance Criteria document. Issues such as warps, smears, misalignments, etc. are corrected using proprietary tools and Adobe PhotoShop. Upon completion of the QC process, the orthos are provided to the MRCOG for review. Any unacceptable orthoimagery is corrected and the final orthoimagery is then delivered to the MRCOG on a hard drive in TIFF/TFW format. Sid and ECW mosaics are also created and delivered
