Abstract The New Mexico Land Index is intended primarily to provide a standardized spatial index for land grant areas in the State of New Mexico and, to a lesser extent, to similarly provide a spatial index to other lands in New Mexico for which Geographic Coordinate Data Base (GCDB) data have not been published yet and for which alternate source GCDB data are not available. The design and implementation of the New Mexico Land Index ensures that it is compatible with the Cadastral NSDI (CADNSDI) Public Land Survey System (PLSS) data set.
Purpose The feature classes are intended to facilitate geocoding operations and other spatial analyses within a framework consistent with the PLSS.
Supplemental Information The data set consists of two feature classes, Index_PLSSFirstDivision and Index_PLSSSecondDivision. The first provides a section-level index grid and the second provides a nominal subdivision or second division index grid. The feature classes are intended to facilitate geocoding operations and other spatial analyses within a framework consistent with the PLSS.

Process Step
Process Description Per the BLM Manual of Surveying Instructions 2009, BHI attempted to recreate the index townships, first and second divisions as close to the original instruction intent as possible. Because of existing irregularities in the PLSS subdivided areas, some basic assumptions were made to facilitate the indexing. Township lines were protracted across the blank grant spaces and the township numbering scheme was interpolated across these areas as well. No half or quarter townships were created in this process. In some instances, the township lines were squared off to more closely represent a cardinal N-S or E-W line rather than create a skewed parallelogram. Once the townships were created, the sections were protracted within each township. Holding the southeast corner and starting at section 36, the sections were protracted along the east-most tier to section 1, and then resuming at the south of the township at section 35 along the second east-most tier until all 36 sections were created. This process follows the 2009 manual and places the excess or deficiency in the north-most and west-most tiers of sections. Because the townships in many cases were irregular, excess or deficiency also was placed in the south and east tiers. Because this is an index layer, no attempt was made to ensure that these protractions were within the stated 2009 limits. The interior section lines were held at cardinal N-S and E-W directions. Lastly, the second division was created for each section following BLM Instructions by connecting and intersecting the mid points to create the final second division lines. Once all the township,and first and second divisions were created, the protracted areas were clipped to the existing land grant lines and labeled as index divisions.
