This dataset contains the scanned, paper flood insurance rate maps (FIRMs) developed by FEMA and available from the Mapping Service Center.
These maps were originally intended for insurance purposes but some of them are multiple decades old and may be better suited to hazard mitigation planning. Consult your local floodplain administrator for more information.

Individual FIRMs were georeferenced in ERDAS IMAGINE. This process required matching control points on the FIRM maps to the same points on a reference image that that had previously been georeferenced. Control points are usually well mapped features such as drainage and road intersections and Public Land Survey System intersections. The statewide 1:24,000 topographic quad map mosaic was selected as the reference image because both these maps and the FIRM maps had similar features to map. The process consisted of opening two viewers side by side on the monitor and displaying the topo mosaic on one viewer and the same area of the FIRM map in the second viewer. Then a feature such as a drainage intersection was selected on the FIRM map and the line and column coordinates of that feature were placed in a table. Then the same feature was selected from the topo mosaic and the actual map coordinates of the feature were entered into the table next to the FIRM line and column coordinate. Then a second feature was located on both viewers and then a third and so on. The features were selected to have a relatively even distribution over the FIRM map area. When all features had been selected the IMAGINE software generates a transformation matrix which calculates the best fit of the FIRM control points to the topo mosaic points. If the operator is satisfied with the calculated fit the command is then given to resample the FIRM map to match the topo mosaic and generate a new FIRM map image which now has map coordinates.

When all of the maps for a county had been georeferenced it was possible to trim off all of the extraneous edge data from the maps and mosaic them together based on the georeferenced information present in each of the maps.
